John Brown is a bumbling but well-intentioned security guard who is badly injured in an explosion planned by an evil mastermind. He is taken to a laboratory, where Brenda, a leading robotics surgeon, replaces his damaged limbs with state-of-the-art gadgets and tools. Named "Inspector Gadget" by the press, John -- along with his niece, Penny, and her trusty dog, Brain -- uses his new powers to discover who was behind the explosion.

He is in love with the pretty scientist, Brenda (Joely Fisher "The Mask," "I'll Do Anything"), who transforms him into Inspector Gadget after he is severely injured in a bomb blast while pursuing The Claw (Rupert Everett).
Claw, with the help of his hesitant minions Kramer (Andy Dick) and Sikes (Michael G. Hagerty), uses technology stolen from Bradford Lab to create his own Inspector Gadget the evil twin, if you will who resembles the original exactly except that he borrowed Jim Carrey's mouthpiece from The Mask.
The film - with its endlessly wacky special effects - wants to succeed in the vein of the Jim Carrey comedy The Mask , but it lacks any kind of innovation or imagination.
Venom can effortlessly pound men with his Inspector Gadget -like arms, which renders the pitiful action scenes tensionless.
