Spetters (1980)

Amateur dirt-bikers Rien and Hans–and their mechanic Eef–each fall in love with Fientje, a young woman who, with her brother Jaap, works a concession stand at the races. Everyone seeks a better life: Fientje wants out of the business and away from Jaap; and Rien and Hans aim to make their marks as pro racers, like their hero, Gerrit Witkamp.

What critics compared Spetters to
Mr. Verhoeven, trying to fuse the rawness of his early Dutch films (including "Spetters" and "Keetje Tippel") with the slick proficiency of his American hits ("Robocop," "Total Recall"), becomes a man without a country this time.
The motorcycles in Spetters laid the groundwork, Tsukamoto in the Tetsuo series runs the splatter-poetry to its logical conclusion.
This is the Dutch Verhoeven's first American film (his past work in Holland includes ''Spetters" and "Flesh + Blood"), and it may be that only a foreigner could perpetrate such a harrowingly convincing portrait of an America just one step into a dark future.
