It was probably an easier decision, in 1978, for the filmmakers behind Superman to embrace the genial, aw-shucksiness of the character.
And, yes, since I brought it up, "Superman" co-creator Jerry Siegel was inspired by Burroughs' work as well.

Themes
Childhood literary classics that include Jonathan Swift’s “Gulliver’s Travels” and Jules Verne’s “The Mysterious Island” inform the story in a sidelong fashion.
Indeed, nearly all of the classic set pieces (Cab Calloway's "Minnie the Moocher," Aretha Franklin's "Think," and the Blues Brothers farewell concert) are made a little bit longer in the extended version.
The last two are inspired bits: Calloway reprises "Minnie the Moocher" and Aretha belts out "Think."
In fact, Batman and Superman actually both had movie serials in the 1940s.
